APELL recommends 100% Open Source by 2035

Brussels, 07 July 2025. In its submission to the public consultation on the Cloud and AI Development Act, APELL asks the European Commission to buy 100% Open Source by 2035 using public procurement.

Last week, the European Commission’s public consultation on the “AI Continent” initiative ended. It especially looks for input on the Cloud and AI Development Act that is foreseen for the end of 2025.

On behalf of the European Open Source businesses, APELL has submitted input on the consultation and asks the Commission, among other things, to:
– make use of open standards to facilitate cloud interoperability and switching
– look into anti-competitive bundling practices by gatekeepers
– build institutional capacity and knowledge by establishing Open Source Programme Offices and pan-European coordination
– strengthen the resilience and reliability of digital infrastructure with a European Sovereign Tech Fund
– realise open technological sovereignty through Open Source
– use the reform of the public procurement framework to buy 20% Open Source products and services now – and 100% Open Source by 2035!
