APELL supports more openness, accessibility and Open Source representation in European Standardisation

Brussels, 18 July 2025. APELL welcomes the European Commission’s ambition to revise the framework of European Standardisation. In its submission, APELL calls for more representation of the Open Source ecosystem in the development of European Standards, and encourages a more open development process that lowers the barriers for participation.

With its call for evidence for a potential revision of the Regulation on European Standardisation that closes on Monday 21 July 2025, the European Commission is inviting the feedback of the public. The current framework for European Standardisation is Regulation 1025/2012. Especially the Open Source ecosystem of businesses and communities is largely unrepresented in European Standardisation Organisations. This is in part due to the high demands that membership fees, travel expenses and time requirements put on individuals and businesses wanting to engage in standardisation.

Open Source is a good example for how inclusive open structures and public collaboration can work in the field of Information and Communication Technology.

We encourage the Commission to set the right incentives and develop the framework towards more inclusivity and accessibility, and to make it easier for the strategically important Open Source ecosystem to contribute in European standards development, to pursue the goal of increasing technological sovereignty in Europe.
